the homeowner. we're live in walnut creek where it is freezing cold. we'll tell you how long this cold snap is supposed to last and where it will hit the hardest. coldest temperatures of the season have arrived. they will stick around a little bit. i will tell you how long, plus if there's snow in the forecast. and a bicyclist is killed in a crash. "mornings on 2" starts now. good morning. welcome to "mornings on 2." these are live pictures from san jose where fire crews are investigating an early-morning mobile home fire. the blaze destroyed one unit but crews were able to contain it before it damaged others. but there's one big mystery fire investigators are still trying to solve. what that is and why the department is bracing for more fires in the next few days. welcome, once again, to "mornings on 2."

today. it will be nice, sunny. 2 degrees in tahoe. 11 in the mountains. sunny today. but another system may carve itself out and give us snow levels by friday and saturday. more on that in 15 minutes. cold this morning, highs 40s and low 50s or mid-50s for some. warmer temperatures near the water. here's sal. good morning, steve. right now we're looking at a commute that's not all that bad but definitely crowded in san jose as you drive on northbound 280 getting up to highway 17. no major problems. but it is crowded. also the morning commute looks okay at the bay bridge toll plaza. more people on the right-hand side. but for the most part, it's not a long delay. about 15 minutes. nimitz freeway southbound backing up at 238. as you continue to drive south, it gets a little bit better in union city and it slows in fremont. 7:03. back to the desk. >> thank you, sal.

the investigation continues into an early-morning fire at a san jose mobile home. it started shortly after 2:00 this morning near monterey road and firefighters still have not located the elderly man who lives in the unit. ktvu's katie utehs is live on the scene with the new information about this mobile park. good morning, katie. >> reporter: good morning, tori. i just got off the phone with san jose fire's public information officer. he says now that it is daylight, the plan to move forward, research this mobile home. as you can see, it's completely gutted. early this morning they got through 80% of the home. they still need to search through the kitchen. they hope that will give them more identification or contact info as they try to find the elderly man who lived here. they do not believe he was home at the time of the fire. let me show you some video and some pictures of the flames and smoke coming from the mobile home at casa mobile home park

along monterey in san jose. the smoke could be seen with 101 -- could be seen from 101. the mobile home where the fire started is completely destroyed, as you've seen. they walked through the gutted home and believe the elderly homeowner was not in the unit at the time. they are still trying to locate him. neighbors are becoming increasingly concerned for their safety. >> this is the third one down the street from us this past year. i mean, this is just shocking to me. >> reporter: joey says there have been three fires that he can recall recently. a power box exploded. another fire was electrical in nature and a palm tree caught fire from a cigarette butt. now, another neighbor says he saw the homeowner yesterday when he helped jump his car. investigators are still looking for him. they've not determined the cause of the fire.

they do tell me they are likely to see an uptick in fires as it gets colder because people start to use fireplaces and space heaters to stay warm. they want to urge people to be safe when using those items. katie utehs, ktvu channel 2 news. >> all right, katie. happening now -- many parts of the bay area are slowly starting to thaw out after freezing overnight. steve says even colder temperatures are on the way. ktvu's tara moriarty live in walnut creek. i know it was in the 20s this morning. what's it like out there now? >> reporter: well, steve says it's 27 degrees. i think it's 1 degrees. that's how it feels to me. who is counting? very, very cold out here. it's one of those mornings where you blow your breath and you can see it. it's like you are smoking. this is a coffee shop we've been standing in front of. folks have been scrambling in here to get something hot to drink. at the car dealership, they had

a lot of frost on the windshields. very, very cold. the freeze hit the north bay the hardest. the chilliest weather has yet to come. tonight and early thursday morning. >> it feels like reno. you have to bundle you for the winter now, winter time. make sure the kids are warm, go in and get some hot tea to warm up a little bit. >> reporter: is it harder to get moving on these cold mornings? >> yeah, a little. >> reporter: were you surprised at how cold it is? >> no, because i've been listening to channel 2 news. [laughter] >> they said cold for the next week. >> reporter: homeless shelters are packed this week, especially in santa rosa where there are an estimated 1,000 homeless people and steve said we could see snow in mt. diablo and mount hamilton but not until this weekend until we see more moisture in the air. live in walnut creek, i'm tara

moriarty, ktvu channel 2 news. >> the bay area hills may actually see snow this weekend. the national weather service says higher elevations may get a dusting of snow saturday and sunday mornings. the same cold air could also dump a foot of snow in the sierra. if you are driving, expect icy roads. freezing temperatures can pose a danger to plants. citrus, you a avocados -- avocados are vulnerable. plants should be taken indoors and covered with a special sheet or blanket. if it's just a regular blanket or sheet, use stakes. it's also a good idea to water plants thoroughly because wet soil holds heat better. church groups in the south bay will be handing out blankets to the homeless today. overnight temperatures are dropping in the 30s. starting at 5:30 this evening, the emergency blanket giveaway will take place in a parking lot across from happy hollow

park in san jose. more than 7600 people are living on the streets in santa clara county. and steve paulson will be watching the temperatures all morning long to help you get ready for your day. you can also go to ktvu.com where you will find an hour by hour forecast for the area where you live. look for the weather section at the top of our home page. a san jose investigation goes on into the death of a bicyclist killed after being hit by a car last night. it happened about 7:00 as the unidentified man rode his bike on vista park adrive and branham lane. the cyclist was rushed to the hospital but he died a short time later. the driver of the car stayed right there at the scene and is cooperating with the investigation. this was san jose's 25th fatality of the year involving a pedestrian or a psychingist. there is a new effort in menlo park to protect bike riders from being harassed by drivers. a proposed ordinance will give bike riders and other victims

of road rage more access to resources in court. it would also protect other vulnerable people out there on the road like children and disabled people. menlo park city council could get this legislation by january. 7:09. happening now, a house committee is holding a hearing on problems with the rollout of the new healthcare law. these are live pictures from the hearing. many people struggled to sign up for insurance following the launch of the national website in october. but the white house says problems with the site have been fixed and millions of people are expected to sign up for coverage in coming weeks. just as president obama begins a three-week public relations campaign for the new healthcare law, another lawsuit was filed against the affordable care act. the university of notre dame filed a religious challenge to the healthcare overhall, saying the -- overhaul, saying the requirement that the health plans cover birth control

violates roman teachings. this is one of more than 80 lawsuits attacking the law on religious grounds. it will be the supreme court who decides if employers can refuse to offer benefits under the law. but that ruling is not expected into well next year. some legal experts say people hear in california should pay close attention to the provisions of the bankruptcy protection just granted for the city of detroit. the judge in that case ruled that detroit can impose cuts to the pension plans of employees. that ruling comes as a bankrupt california city, san bernardino, is considering a legal showdown with cal piers -- calpirs. the ooles ruling does --. they are not giving hope. why there's new hope for a san

welcome back. time now, 7:14. we have new information about 85-year-old merel newman of palo alto who has been detained for more than a month in north korea. during the korean war, mr. newman led a unit of guerrilla

fighters. mr. newman reportedly reached out to surviving members of his former unit before his trip and planned to meet some of them in south korea. this new information comes after north korea released video of newman apologizing for war crimes committed during the korean war. also new this morning, vice president joe biden is in china. second stop of his week-long trip to asia. here's some new video of the vice president meeting with china's vice president. he also met with china's president. one area of tension between the two nations, china's recent declaration of a new air defense zone over disputed islands in the south china sea. both the u.s. and japan have refused to recognize china's declaration. it is 7:15. former santa clara county supervisor george shirikawa is

scheduled to appear in court on suspicion of campaign mail fraud. he was sentenced for a year in jail for misusing public money. this afternoon, he faces an additional fell now count accused of selling illegal mailers to discredit a candidate when she ran for san jose city council in 2010. she just ran papers to file against javier campos, the man who won in 2010. the rematch will take place in the june primary for the district 5 council seat which is in san jose's east side. the illegal campaign mailers were sent to members of the vietnamese community and were designed to make her look like a communist. the napa city council voted to repeal a controversial medical marijuana ordinance. three years ago, the city voted to allow a medical marijuana dispensary to open in the city. it never happened because of conflicts with federal laws. well, last night the city council voted in favor of the repeal saying the dispensary

would have made it easier for teenagers to get marijuana. the. the richmond city council took the first step towards banning electronic cigarettes in public places. e-cigarettes use batteries to heat a liquid solution that contains nicotine and other chemicals and turns into a vapor and the user inhales the vail her -- vapor. some say smoking is just not a healthy habit. >> we're trying to be a healthy city. part of that is sends the message that smoking is not okay. >> this was just the first step here. the richmond city council is expected to take a second vote on the idea after the first year of the can -- first of the year. it will take a few months after the approval for the plan to become law. home prices in many east bay cities are way up this year. the website realtor.com calls oakland the number one turnaround town.

that's because the median sales price for homes skyrocketed 63%. data quick says the average oakland price is $450,000. prices in pittsburg are up 54% to $270,000. and homes in oakley have an average selling price of $303,000. that's up 38%. tonight, san jose's civic auditorium will officially get a new name. the 77-year-old building recently underwent a $15 million face-lift and this evening, wynonna judd will perform at the ceremony celebrating the new name called city national. and this is also the 50th anniversary of the night a young singer by the name of barbra streisand sang at the san jose civic. i'm sure she did a wonderful job. >> i'm sure she did. 7:18. hey sal, everybody banking for

you in the south bay. >> we're starting there. we're starting in the south bay. a lot of people trying to get to san jose. we'll start with 237. as you drive in from milpitas to the northern part of san jose here, you can see traffic is a little bit slow now. driving over to sunnyvale, most people try to get over to 101 at this point. it's crowded but we haven't had any major issues as far as crashes or stalled vehicles. let's move along and take a look at the westbound bay bridge. it's more crowded now. backed up for a 20, 25-minute delay before you actually make it on the bridge. this morning's commute is okay on 880. i've drawn some lines to show you where the slow traffic is, but it's going to be a typical slow. san mateo bridge approach also is kind of slow. when you get over the to the peninsula, 101 at 92 crowded. 280 is a better bet for you. getting word of a crash on highway 4 westbound to southbound 680, that one just came in moments ago. let's go to steve. >> all right, sal.

not really a lot. southbound 680 slows at 42. back to the desk. still no signs of a woman in milpitas last seen being taken away by a man at a bus stop. while police are not sure this is an abduction, they are treating this as a worst-case scenario. ktvu's janine de la vega is in milpitas where investigators have talked to witnesses and they are checking surveillance video. >> reporter: yes, dave. police say they haven't received any tips this morning that have helped them with this possible kidnapping case. their best lead is the surveillance video that was captured by an a.c. transit bus that -- of a struggle between a man and a woman that happened here. police say the video from the bus is helpful for their investigation and they spent last night reviewing it to see if it can help them identify the man or the woman. officers say the bus driver called 911 at around 6:00 last night after he saw an asian man approach an asian woman sitting

at the bus stop on east calaveras boulevard across from city hall. he told investigators there was a physical struggle and that continued as the man took the woman into the bushes of a nearby business complex. chp helicopter searched the area including the creek by using infrared technology. but nobody was found. >> obviously anyone that witnessed the incident would be encouraged to call the milpitas police department. as of right now, the only person we've spoken to is the bus driver. there was one person on the bus who witnessed what had occurred. they were only able to provide a vague account of what happened due to their seating on the bus. >> reporter: police may release the video to the media to help their case. they are hoping if anyone saw anything, they will come forward. officers are reaching out to police agencies to see if they have any new missing persons cases. investigators say this appears to be an isolated incident but they are treating it as a

serious matter. at this point, they just don't know if this woman was taken against her will. janine de la vega, ktvu channel 2 news. in about 30 minutes, the search resumes in idaho for missing san jose pilot dale smith and his family in the rugged idaho wilderness. on sunday, smith was piloting his plane. he was accompanied by by his two children and their spouses when the plane went missing over a rule part of central idaho. smith reported having engine problems during a flight from oregon to montana. smith is the co-founder of a data storage firm. his business partner says he's also a humanitarian. >> he uses that airline to transfer dentists and doctors down to mexico to help underprivileged people down there. >> yesterday, searchers detected a signal but haven't been able to pinpoint the exact

location. a family in pleasanton is asking for hemp to find a -- help to find a 13-year-old girl who walked out of her home early sunday morning. police tell ktvu they are concerned because of her young age and she was last seen with three males. investigators got a tip from a friend of ana elizarraras. according to the tip, the 8th grader may be in the san jose area. his father says his daughter left a note apologizing for causing trouble for her parents. >> anna, it's not your fault. it's nobody's fault. we just want you back at home. >> ana's family said she was bullied on social media and is currently enrolled in independent studies. police say she's not made contact with any friends or family on social media which she normally uses on a regular basis. she's 5'5", weighs about 130 pounds. she has black hair and brown

eyes. last seen getting into a four- door coupe. that car is a newer model and dark brown. anyone with information is asked to call pleasanton police. as city college faces its own issues with accreditation, enrollment numbers are also down. brian flores is live in san francisco to explain why students are shying away from enrolling. good morning. >> reporter: good morning. enrollment began a couple of weeks ago. what used to be a busy time is a time of uncertainty for students. many are trying to decide whether to attend this college or look into other options. full-time enrollment has dropped 26% from this time last year which roughly equates to 2,000 less students. the university cite as few factors. first the paid state enrollment system, students would need to pay before enrolling. the second a printed schedule. the lack of a interpred schedule is a major factor in

declining enrollment. but the third and the one we've been reporting on is the uncertainty of the college's accreditation. the commission in charge of the colleges can voted last summer to terminate the college's accreditation because it wasn't in compliance with standard. we spoke to a student who said some students are unsure what to do. >> a lot of people have been talking about enrolling next semester and continuing with their programs. but i did see a little animosity among some students in the art departments. they were a little bit afraid to pay up front and stay in school. >> reporter: meantime, the commission itself also facing some challenges. it's coming from a series of lawsuits and injunctions. the latest one coming late last month from the city and the teacher's union asking to block the commission's decision. one filed in august by den necessary herrera. the lawsuit claims the decisions were bias and didn't control conflicts of interest.

the hearing is scheduled for sometime later this month. the department of education also releasing a recent report basically stating the commission has not received educator confidence which is a requirement. the college is moving forward. you can keep track tst progress on a -- of the progress. on the website. back to you. happening today, a man suspected of killing another man over a video game system in san francisco is due no in court. the system, ronnie collins is accused of the fatal shooting of 22-year-old ikenna on sunday in the bayview district. ikenna posted an onlined a for a playstation -- online ad for a playstation. also later today, the suspect in the l.a.x. shooting rampage will also make

his first court appearance. 23-year-old paul ciancia will be at a san bernardino county jail. he's being held in federal custody, accused of walking into terminal 3 last month and killing a tsa officer and wounding three other people. investigators say he had a vendetta against the federal government. 7:39. the autopsy on paul walker is complete and the results are expected sometime today. this is new video of the crash that killed walker and his close friend, roger rodas on saturday afternoon. people familiar with the car two people were in say it's extremely dangerous to drive and hard to control. the families of both men have provided dental records. police say this will help identify the bodies and will profid the official -- provide the official word on who was driving. walker's publicist says walker was the passenger. universal pictures will donate proceeds from the dvd sales of "fast and furious 6" to walker's charity. he helped reach out worldwide

good driving up to the -- to the 17 interchange and there goes the train. it's a caltrain, inbelieve. and traffic will be -- i believe and traffic will be moving along on the freeways and also on the caltrain system. taking a look at the bay bridge toll plaza, the traffic here is moving along okay. there are no major problems if you are driving on the westbound bay bridge. it's about a 15, 20-minute delay. there's a crash on 101 northbound and southbound also is also affected. it's reported as northbound 101 near woodside road. a motorcycle crash. we're getting word the traffic is coming to a standstill in this area. but spwund 101 is a mess. if you can use 280 it might be a longer way, you will be in much better commute conditions on 280 instead of 101. 8:02. back to the desk. >> thank you, sal. happening now, many parts of the bay area starting to thaw out from freezing overnight temperatures.

good morning, katie. >> reporter: good morning, dave. within the last half-hour, crews arrived and installed this fence around the gutted mobile home. firefighters have walked through the home a second time now in the daylight hours and tell me that they've confirmed the elderly man was not home at the time of the fire. and they don't have any contact information for him. so at this point, it's a waiting game to see if he comes home. they say he may be out of town. there's not a lot they can do to try to locate him. let me show you pictures of the fire that show how large the fire got before firefighters arrived. the unit is located at casa mobile home park along monterey road in san jose. people called 911 after seeing smoke and flames from 101. once firefighters contained the fire, they determined that the 70-year-old man was likely not home and, again, confirmed that this morning. neighbors we spoke with say this is actually the fourth fire in recent months.

on vista park drive and branham lane. the man was rushed to the hospital but he died a short time later. the driver of the car did stay at the scene and is cooperating with police. this was san jose's 25th fatality of the year involving a pedestrian or a cyclist. there's a new move in menlo park to protect bike riders were being harassed by drivers. a proposed ordinance will give bike riders and other victims of road rage more access to resources in court. it would also protect other vulnerable people out there on the road like children and disabled people. the menlo park city council could get this proposal by january. 8:08. happening now, a house committee is holding a hearing on problems with the rollout of the new healthcare law. these are live pictures right now of that hearing. many people struggle to sign up for insurance following the initial launch of the national website back in october. but the white house says most problems with the site have been fixed and millions of

people are expected to sign up for coverage in coming weeks. also this morning, california republicans are defending a website that criticizes the new healthcare law. but democrats say tax payer money should not have been used to create the site. democrats are also saying the website created by republicans and the state assembly looks too much like the real website for the state's healthcare exchanges. that could prevent some users from signing up. the gop site has links to media coverage detailing problems with the rollout of the healthcare law. some legal experts say people in california should pay attention to the provisions of the bankruptcy protection just granted for the city of detroit. the judge in that case ruled that detroit can impose cuts to the pension plans of public employees. that ruling comes as a bankrupt california city, san bernardino, is considering a legal showdown with c. alpirs

8:24. two skydivers collide in midair over phoenix, arizona yesterday. they were killed at a skydiving resort. they were a few hundred feet in the air when they collided. their parachutes collapsed. one died at the scene. the other at the hospital. police say this is the largest skydiver resort in the world. they do about 20,000 jumps a week. 8:25. some passengers flying delta airlines are crying foul because the airlines bumped them in favor of a koch basketball team. on city, a maintenance issue grounded the charter plane. so delta canceled a commercial flight and let the players use that plane instead. about 50 passengers on the commercial flight were forced to make alternative plans. that caused one travel to miss a funeral. >> i don't think a team of any

mechanical issues between orinda and rockridge causing delays on the line. if you hear of people being delayed from the line, that's what's going on. let's go out to the some like pictures -- live pictures. bay bridge has improved. you can see the traffic is doing very well. no major problems coming through here at the bay bridge. if you are driving, let's say, to 237, there's still some slow traffic trying to get in the valley that way. also on 101. and also when you get to 101 on the peninsula, we've had a couple of fender-benders there is. 101 is not in good shape. at 8:32. let's go back to the desk. we've got an update to the story we've been telling you about since the 10:00 news last night. a new witness has come forward in the case of a possible kidnapping in milpitas at a bus stop. janine de la vega is live in milpitas. you just talked to the witness 45 minutes ago, janine. >> reporter: yes. that woman works in the dental offices here. she just got finished talking

to police. they were interviewing her. she said she heard a lady screaming and witnessed part of the struggle which occurred near a bus stop here on east calaveras boulevard. that police officer who just interviewed her is now walking around the complex looking for more surveillance video. police spent last night reviewing surveillance video from an a.c. transit bus that captured the struggle between a man and a woman that took place at 6:00 last night. they are trying to use it to help them identify the man or the woman. a bus driver called 911 after witnessing an asian man approach an asian woman sitting at the bus stop that's across from city. he told investigators the man started to physically struggle with her and took her into the bushes at a nearby complex. a chp helicopter searched the area and creek using infrared technology. nobody was found. police are interviewing the woman now. >> i heard a scream and saw a man pushing a woman. it looked like he was grabbing

her and she was struggling. at that time i thought maybe it was a girlfriend and boyfriend fighting. i didn't know. >> reporter: you saw the bus driver watching? >> i saw the bus driver and a few people watching and they are on their phone. >> reporter: that witness says about ten minutes later, she saw an asian couple walking toward the bus stop coming from the direction of the bushes. she's unsure if it was the same man or woman involved in the struggle since she didn't get a good look hat their faces -- at their faces. police are interviewing her to find out if that's the same couple. officers leb reaching out to other police agencies to see if they have any new missing person cases. at this point, investigators say it appears to be an isolated incident. they are roaring on the side of -- errorring on the side of caution. reporting live from milpitas, ktvu channel 2 news.

8:34. the one group of folks you won't find complaining about the cold weather, skiers and snowboarders who are just itching for a trip to the sierra mountains. ktvu's claudine wong joins us live with what we can expect from this cold map. >> good morning. if you think it's cold here, can you imagine the frigid conditions in tahoe? this cold snap means more resorts will be opening up for the season. if you are thinking about heading to the mountains, keep this in mind -- take a look at your screen. those are the conditions that people faced yesterday. throw those chains in your car. when our ktvu crew went up there, they found winter-like conditions. there's a stormwatch in effect for the weekend. chains are required on u.s. 50 from twin bridges to meyers unless you have a four-wheel drive with snow tires. once you get through, you are in for a treat. we talked to a northstar spokesperson who braved cold temperatures to give us a look

at the conditions. >> it is gorgeous. we're blowing snow. i'm standing out here in negative 4 degrees. it's exactly what we've wanted. >> negative 4. well, this is a look at northstar yesterday. skiers and snowboarders took advantage of the early snow. the amount of snow in this next system determines if resorts like sugar bowl will be able to open. last year the season came in like a lion but went out like a lamb. a lot of disappointment at the back end of the season last year. we'll try to enjoy this early start. tori? >> thank you. church groups in the south bay will be handing out blankets to the homeless. overnight temperatures are dropping in the 30s. starting at 5:30 this evening, the emergency blanket giveaway will take place in a parking lot across from happy hollow park in san jose. more than 7600 people are living on the streets in santa clara county. and steve paulson has been watching the temperatures all morning long to help you get ready for your day. you can also go to ktvu.com

year-old girl who walked out of her home early sunday morning. police tell ktvu their concern because of her age and because she was last seen with three males. investigators say they got a tip last night from a friend of anna elizarraras. according to the tip, the 8th grader may be in the san jose area. her father said she left a note apologizing for causing trouble. >> it's not your fault. it's not anybody's fault. we just want you back at home. >> ana's family said she was bullied on social media and is currently enrolled in independent studies. police say she's not made contact with any friends or family on social media which she normally uses often. she's 5'5", weighs about 130 pounds. she has black hair and brown eyes. she was last seen getting into a four-door coupe. the car is a newer moldle and

let's bring you up to date on some of the other top stories we're following for you. investigators still at the seen scene of an early-morning fire at a san jose mobile home park. this started near monterey road. luckily, no one was hurt. however, fire crews are still looking for a man in his 70s who lived in that burning mobile home. however, they don't think he was home at the time of the fire. a san jose investigation goes on into the death last night of a bicyclist killed after being hit by a car. this happened on vista park drive and branham lane. the driver of the car stayed there at the scene and is cooperating with police. in case you didn't know it, it's cold. look at that. 26 degrees in walnut creek this morning. temperatures fell in the 20s in many parts of the bay area. it may get colder tonight. that may hurt some crops. it may make some pipes burst. higher elevations may even see a dusting of snow this weekend.

accreditation issues and dropping enrollment numbers, just a couple of hits facing city san francisco of san francisco. brian flores is live from the college this morning with rehacktion from students -- reaction from students. >> reporter: that reaction is mixed. some students say the accreditation issue have affected things like getting classes. others remain hopeful that things will work out. according to an article in the examiner this morning, they found enrollment down here by 26% at the same time last year. some students say they simply can't afford this. a lack of printed schedules has led to enrollment dropping but i also spoke to a college teacher who helped out with the scheduling and say there's more classes being offered in students check online. the other factor, a crede dation issue. a faculty voted on this because

it didn't meet the standards. the college says they are accredited. >> many lower-income and des enfrance chised people wouldn't have an education if it -- des enfranchised people -- disenfranchised people wouldn't have an education if it weren't for this college. i'm a felon. >> i feel like the mood has become more dejected. we're seeing fewer people here during the day. although it's still quite difficult to get the classes we need to get. we're both trying to transfer to other programs next year. >> meantime, the commission itself is facing challenges. it's coming from a series of lawsuits and injunctions. the late one coming last month from the union asking to block the commission's decision and there's also another one filed in august by city attorney
